FINANCIAL MANAGER: STATUTORY COMPLIANCE AND REPORTING
Our Client, a world-class African research and development organisation established through an Act of Parliament in 1945, has a vacancy based in Pretoria, for a Financial Manager (CA): Statutory Compliance and Reporting in the Finance Portfolio. The incumbent will prepare the annual financial statements in accordance with the relevant international accounting framework (IFRS) and applicable legislation (PFMA) for audit and submission to various stakeholders. 
 
SPEC:
Prepare the Companies and group annual financial statements in accordance with the International Financial Reporting Standards(IFRS) for audit and incorporation into the Annual Report;
-  Submit information in accordance with the Public Finance Management Act (PFMA) to the stakeholders listed within the set statutory timeframes;
-  Obtain and analyse data for classification, consolidation and reconciliation to provide results and forecasting and submit the reports to National Treasury, Statistics South Africa and the Department of Science and Technology;
-  Keep abreast with changes to the relevant accounting framework and standards and stakeholders reporting requirements;
-  Liaise with external auditors or experts and advise management of the possible impact of changes on systems, processes,  policies and the annual financial statements disclosure;
-  Assist with the process of implementing changes to ensure reporting is aligned and compliant;
-  Manage relationships with external stakeholders through active engagement and continuous communication, to ensure a common understanding of requirements and deadlines;
-  Manage relationships with external stakeholders to ensure timely resolution of any issues that could impact negatively on compliance to statutory or other requirements;
-  Request and obtain inputs from the unit Financial Managers to prepare and submit the monthly Value Added Tax(VAT) returns for the to the South African Revenue Service (SARS) in accordance with the statutory deadline;
-  Obtain inputs and documentation, prepare and submit information for SARS VAT reviews, and liaise with SARS on any queries;
-  Identify and inform management of any VAT risk and provide recommendations on actions to mitigate the risk;
-  Communicate relevant changes to the VAT Act as well as relevant guidelines and interpretation notes and advise on the potential impact;
-  Invest funds in accordance with the organisations’ cash flow requirements and the Investment Policy;

-  Review the useful life and residual values of assets for action by units and update the fixed asset register;
-  Calculate the assets change in accounting estimate for disclosure in the annual financial statements;
-  Review and advice on legislation impacting on policies and processes or strategic decision making changes that impact on the financial support functions.
 
QUALIFICATIONS:
A Chartered Accountant (CA) qualification with at least five years’ working experience in a financial department with the responsibility of preparing financial statements in accordance with IFRS;
-  Continued professional development to maintain registration with the South African Institute of Chartered Accountants as a CA(SA);
-  Membership of a professional body is preferred and financial reporting in accordance with legislative requirements in a state owned enterprise will be beneficial;
-  Working knowledge of PFMA requirements for a public entity and working experience with VAT legislation;
-  Experience in interacting with various internal and external stakeholders such as auditors, bankers and National Treasury.
-  Working experience on an integrated financial Enterprise Resource Planning(ERP) solution;
-  Planning, organising, flexibility and adaptability skills;
-  Advanced analytical thinking, attention to detail and a high level of accuracy;
-  In depth understanding of and the ability to prepare annual financial statements;
-  Strong problem solving skills and excellent communication skills;
-  The ability to assess risk and implement appropriate internal control systems;
-  Financial acumen, time management skills and the ability to manage stress;
-  Excellent interpersonal skills and the ability to have effective working relationships with diverse people at all levels of the organisation.
 
SALARY:
Highly negotiable on current earnings
